In 2008, in partnership with the Northwest Energy Efficiency Alliance (NEEA), we introduced a collaborative framework that convenes leadership and vision around common energy reduction goals. The outcomes of this approach can impact carbon reduction, diffuse risk and maximize energy efficiency investment as a path toward energy management behavior change across an entire industry.

Working through a networked cluster allows an entire industry to pull its weight and apply resources toward a unified energy reduction goal – sharing in the risk, efficiency and energy savings potential, enhanced purchase power and adoption of Strategic Energy Management (SEM) as an ongoing business practice. At the same time, funders and supporters are able to direct resources to the Industry Cluster through a common focal point (such as an industry trade association), thereby reducing cost of delivery.

The Playbook is both a historical record of how to create and refine a collaborative framework, and a compendium of available resources from which organizations can continue to chart progress in energy savings programs.
